Not really. But since a typical neutron setup contains of components that  
belong to different subprojects and repos, the assumption would be that you  
will need every component hooked into neutron-server process to support the  
rolling scenario for resources it manages to consider the whole Networking  
controller supporting no-downtime upgrade.
