[openstack-dev] [QA] Not running for PTL

Thanks Matt for the great work as PTL in the past 4 cycles!

You had the fun of serving through the change in governance model, which is
especially though on horizontal teams like QA - and I think you set strong
foundations for QA to be successful in the big tent.
