[openstack-dev] [Horizon] How do we move forward with xstatic releases?

Hi Serg,

There's a crucial difference: getting the solution to this wrong for
Horizon will break the gate for all OpenStack projects. Updating an xstatic
package that a plugin uses has no side-effect outside of the plugin.
