Open Stack

Hi,

Looks like it's time to think about adjust nova api meeting now. I found
really hard find a time which good for everyone. But let me give a try. I
find out those time slots:

1400UTC: this is the time which closes to most people can join the meeting.
But it's still very late or early for some peoples.

1200UTC/1300UTC and (01:00UTC/21:00UTC): another way is using alternate
meeting times. 1200UTC/1300UTC is similar current meeting will drop the PST
timezone. 01:00UTC will drop the Europe timezone, 21:00UTC will drop the
Asia timezone.
