If would be productive if you came up with a specific proposal how to
retrofit JSON for container ACLs. Note that JSON is already used natively
for account ACLs in Swift.

Personally I don't see an actual need of usernames with colons expressed
by operators. The issue that you have identified was known for a while
and apparently did not cause any difficulties in practice. Just don't
put colons into usernames. And if you switch to IDs, those are just UUIDs.
