I spent 30mins or so debugging this with help from fungi. While the patch is
reasonable, it has actually exposed a ntpd problem limited to tripleo-test-cloud-rh2.

I've added comment into the bug, but it looks like there is some upstream
firewall / packet filtering that is stopping ntpd from working correctly.

Since we don't have access to the network control plane, we need somebody at Red
Hat to look into the problem.
