Whilst this appears to be accurate, it would probably not be an appropriate
change for stable/mitaka. However, it is probably worth checking the
current development focus Master, which will become Newton
(kolla/docker/openstack-base/Dockerfile.j2) and seeing if this is still an
issue. A bunch of Centos Binary improvements were made this current cycle
to make more use of yum packages[0].
