[openstack-dev] [puppet] enable voting for integration jobs

Hi,

Puppet OpenStack Integration jobs [1] have been here for some months.
It seems like they're pretty stable when rubygems or EPEL is not down ;-)

I'm sure it will fail from time to time, like other jobs but 'recheck'
will do the job if we need to kick-off another run.

We might want to enable the jobs in the gate queue for some reasons:
* avoid regressions when patches do not pass the jobs; having them
voting will make sure we don't break anything.
* see job results in OpenStack Health [2]
* gate our modules in a shared change queue so depends-on will
automatically work in the gate across shared change queues.

We know we regularly have timeout issues when cloning modules or pulling
gems, but I don't think that should be a blocker. OpenStack Infra is
already working on getting Gem mirror [3], so it's in the roadmap.
