I guess the symptom is mentioned here:
2016-01-22 11:35:24.804694 ImportError: cannot import name deploy
It's a "popluar" issue [1][2]. Try:
$ pip install pastedeploy
$ pip install paste
$ python
>>> import paste
>>> import paste.deploy
If this works, a new stack should work too.
