One of the reasons we started having Summits in big cities was the
cheaper airfares and simpler flight arrangements for people coming
from overseas. The second summit in San Antonio was great since most
people in OpenStack at the time worked for Rackspace, and that's where
the mother ship is located. But after hearing the problems of flying
to SA from, say, Japan, it was decided to keep the summits at coastal
cities in the US, alternating east/west.

But now that the summits have grown to be so huge, the flight savings
have been overwhelmed by the hotel costs in most cases. Making the
events smaller, like the midcycles, can allow us to hold them in much
smaller venues with much less expensive hotels.
