I recommend contacting #openstack-infra on irc with your question. They are the folks that can get this solved for you. Note I think the best way to update contact information is to login to openstack.org, and fill out your contact information there and use the save button. This should automatically sync with gerrit.
Note gerrit just went through an upgrade, so its possible the update contact information feature malfunctions sometimes in gerrit. I just don't know for certain.
I have copied openstack-dev in case openstack-infra has any ideas there.

Sorry to bother you with my email but I'd like to submit the included patch for review but I can't.
I followed the different docs, created blueprint (https://blueprints.launchpad.net/kolla/+spec/external-ceph) to attach to the review, checked out a branch from stable/liberty (new branch "spec/external-ceph") but I still get an error after "git review":
fatal: ICLA contributor agreement requires current contact information.
Please review your contact information:
fatal: Could not read from remote repository.
Please make sure you have the correct access rights
and the repository exists.
Unfortunately I can't update my contact information on gerrit (https://review.openstack.org/#/settings/contact) : I get an error (Server Error - Cannot store contact information).
Is there something missing ?
