Open Stack

I've been noticing that the functional tests on novaclient have been
consistently failing, and the test failures appear to be related to
keystone.  I'm seeing tenant-create (using "admin" credentials) failing
with 404, and a tenant-get on "admin" fails with "No tenant with a name
or ID of 'admin' exists."  Anyone have any insights into why "admin"
would be missing from novaclient's functional test suite?
