Open Stack

Hi everyone,

As you probably know, the OpenStack Project Team Guide is a piece of
documentation geared towards project teams, to help them navigate the
troubled and complex waters of being an official OpenStack team:

Steve Martinelli has been doing a great job of proposing and reviewing
changes proposed to the guide, and we can always use some help there, so
I'd like to propose that he joins the core team.
