+1 on adding Yang Yapeng (yangyapeng) as core.

Subject: [openstack-dev] [freezer] Core team updates

Hello,

I would like to propose some modifications regarding the Freezer core team.

First, the removal of two inactive members:
  - Fabrizio Fresco: Inactive
  - Eldar Nugaev: Switched company and is now focusing on other projects.
Thank you very much for your contributions.


Secondly, I would like to propose that we promote Yang Yapeng (yangyapeng) core.
He has been a highly valuable developper for the past few month, mainly working on integration with Nova and Cinder.

If you agree with all these change, please approve with a +1 answer or explain your opinion on any of these individual modification.
If there are no objection, I plan on applying these tomorrow evening.
