Thanks to Matthew Thode (prometheanfire) and Swapnil Kulkarni (coolsvap).  I
think the requirements team is in a good place!

I'd also like to thank Anita and Doug for running the election!

And of course thanks to everyone that voted!  We got close to 50% turnout which
certainly indicates that people care about how requirements are managed.
