Open Stack

I've noticed that the translation bot fails extracting strings from the
release notes:
https://jenkins.openstack.org/job/glance_store-propose-translation-update/203/console

I could reproduce this with running "tox -e releasenotes" locally on
glance_store. Could you check what's broken - and figure out how this
could have sneaked in through our gates, please?
