Open Stack

It has been a while since we've reviewed the requirements-core team
members. Since it's the end of the cycle, I did a quick scan of the
stats this week and I am proposing some changes based on participation.

I spoke with Ghe Rivero and Julien Danjou, both of whom have done good
work in the past but who have changed their focus more recently. Both
agreed that it no longer made sense to have them on the core team, so I
will remove them today. As with other core teams, renewed interest from
past cores is usually handled by fast-tracking them back onto the team.
Thank you, Ghe and Julien, for your contributions!

I also spoke with Davanum Srinivas (dims) about joining the team. He has
been active this cycle with requirements reviews and related release
work, and is interested in being more involved. The usual practice is to
wait a few days for feedback before adding someone new, so I will wait a
few days before adding dims.
