Thanks for raising this topic. I don't know why you think the 
images/snapshots created by v1 can't be accessed by v2. But I would say 
it's not true, see http://paste.openstack.org/show/473956/

Personally, I don't think there is any big blocker for this. What we 
need to do is working out a plan on the summit(Glance team have planned 
a design session for this). And meanwhile I'm going to split this 
https://review.openstack.org/#/c/144875/ to make it easier to review.
