What I've been doing is checking out the devstack branch associated
with this review that removes ceilometer from devstack [1] (with a
`git review -d 196383`) and then stacking from there. It's cumbersome
but gets the job done.

This pain point should go away very soon. We've just been waiting on
the necessary infra changes to get various jobs that use ceilometer
prepared to use the ceilometer devstack plugin[2]. I think that's
ready to go now so we ought to see that merge soon.
