We have tripleo-specific docs for doing releases on the wiki:
https://wiki.openstack.org/wiki/TripleO/ReleaseManagement

Someday when I stop dropping the ball on getting the tripleo launchpad
permissions fixed, we'll be able to move to the same release model as
everyone else...
