This is because of a recent commit[1] on ceilometer that changed the
names of some of the agents. While the devstack plugin in ceilometer
is updated to reflect these changes, the ceilometer code that is
still in devstack itself is not. The removal of ceilometer from
devstack itself[2] is pending some infra updates[3].

I'll push up a couple of reviews to fix this, either on the
ceilometer or devstack side and we can choose which one we prefer.
