[1] - Yes. Designate decided a while ago that this was not in scope for
      the project

[2] - Yes, The Kosmos API will be a place to define the endpoints you
      are balancing across, and what checks should be run on them to
      decide on their status.

      There will be built in checks like TCP / HTTP(S). There will also
      be plugin checks -for example, with a Neutron LBaaS Load
      Balancer, we can query its status API.

      All of this will result in DNS entries in Designate being updated
      (or another Global Load Balancing Plugin)
