That's probably what happened. I recently got the same notice about
being dropped from the cinder bugs team if I didn't renew my membership.
It's not a bad idea since there have been issues where you have a lot
of projects associated with a single bug and launchpad times out
changing status or making other updates because it's trying to process
everyone that gets notified.
