Cells v1 were marked as experimental because of the total lack of testing.

Some of that has now been resolved, we have a check job that tests a
subset of our functionality on cells.

But honestly, given we plan to remove cells v1, and the limitations
you will find using cells v1, its tempting to keep the experimental
label, purely to discourage new deployments of cells v1.

Really I think we need to start to formalise how we communicate to our
users about the maturity and usability level of all our features. I
have tried to draft out how that might look here:
