Open Stack

Heya,

Looks like openstack-doc-tools have staged updated pbr requirements in
git tree, but there is no rc libery release for it?

Similarly bashate have old pbr global requirements, thus when
liberty's pbr is packaged with openstack-doc-tools from master things
fail at running openstack-doc-tools as downgraded pbr is attempted to
be installed for bashate.

Please release openstack-doc-tools & bashate that are installable &
testable with pbr 1.8
