Open Stack

Hi all,

There was some bot issue this morning and all the meeting commands
weren't working hence.

We canceled the Artifacts meeting after ~20 mins however, there was a
lot of informal chatting on the #openstack-meeting-4 channel during the
wait (no significant decisions taken, and there are plans to further
improve the meeting and other collaborations).
