When attempting to figure out why a jumbo tempest job with heat / trove / sahara was skipping sahara test jobs, I discovered that the sahara devstack plugin is wrong, and doesn't implement the required 'is_sahara_enabled' function. So tempest is never configured for it. It hasn't been running any tempest tests ... for possibly ever - http://logs.openstack.org/03/246603/1/check/gate-tempest-dsvm-sahara/84a451a/console.html A fix is up here - https://review.openstack.org/#/c/246880 - but seems blocked on all the other issues in this plugin.
