In most cases, yes. Though if we attempt to fix a security issue that
has a backwards incompatible fix, then we are forced in introducing a
new configuration option to opt-in the new secure world.
Or there is an update to rootwrap filters that in some distributions
are considered configuration files (why they do it is probably a
separate question).
