The Nova analog in Neutron is specifically what I was interested in.  Makes perfect sense.  Thanks!

Right, which a lot of sense given the horizontally scalable nature of the API workers.  Nova had some rate limiting built-in but I think it may have even been disabled by default now because it's basically useless when you run multiple API workers.
