Hi Daniel, Unfortunately, we never supported LBaaS until Fuel 6.0 when plugin system was introduced and LBaaS plugin was created. So, I think than docs about it never existed for 5.1. But as I know, you can easily install LBaaS in 5.1 (it should be shipped in our repos) and configure it with accordance to standard OpenStack cloud administrator guide [1].
