Can you run cinder-scheduler , volume service in debug mode and paste the logs.

On Controller Node

SERVICES ENABLED: (c-sch,c-api)
Management-> 192.168.21.108
Storage-> 10.130.98.97

Cinder_configarations :

my_ip : 10.130.98.97 (also tried 19.2168.21.108)
glance_host:10.130.98.97 (also tried 192.168.21.108)
iscsi_ip_address: 10.130.98.97 (also tried 192.168.21.108)
