Open Stack

I have created stable/kilo branches for all of the Oslo libraries for which stable release support will be provided for the Kilo release. The base versions for those branches are:

I have a patch to update the global requirements list to require at least these versions ready for review in https://review.openstack.org/162656

Based on the process outlined in the library stable release procedure spec (https://review.openstack.org/155072) we should update all project to use the versions described in that g-r patch before creating their RC1.
