Open Stack

I posted a test plan temoplate for review.  WHile my template is 
specific to Keystone, I think that it will benefit from a wider review.

I did not see a comparable document elsewhere.  There are the qa specs, 
but those look more like feature proposals for QA infrastructure than 
for test plans.  Tempest doesn't seem to have a specs repo, although 
with the push top do functional testing in the individual projects, I 
suspect that these would not belong to tempest, either.

I took the document that we use in house and attempted to streamline 
it.  This template is long due mostly to the guidance text,  which 
should be removed in the submitted document.
