Ihar is the Oslo liaison for Neutron, he's been doing a great job keeping Neutron current there. He's already a critical reviewer for all the Neutron repositories. In addition, he's a stable maintainer. Ihar makes himself available in IRC, and has done a great job working with the entire Neutron team. His reviews are thoughtful and he really takes time to work with code submitters to ensure his feedback is addressed.

I'd also like to again remind everyone that reviewing code is a responsibility, in Neutron the same as other projects. And core reviewers are especially beholden to this responsibility. I'd also like to point out and reinforce that +1/-1 reviews are super useful, and I encourage everyone to continue reviewing code across Neutron as well as the other OpenStack projects, regardless of your status as a core reviewer on these projects.

Existing Neutron cores, please vote +1/-1 on this proposal to add Ihar to the core reviewer team.
