Actually I think we agreed to work towards alignment on the dependency
chain for OpenStack at the summit; alignment on the core packages
(bits of OpenStack you actually install) is going to be much more
challenging and might be something that we can't get full alignment on
between Ubuntu and Debian - so let's not jump the gun on having that
as a core objective for the packaging team.

As I've stated before, we will have to have some way of managing that
delta from the outset of moving any core packaging under the OpenStack
umbrella.

The Ubuntu packaging is used widely by end-users and a number of other
projects including the OpenStack Puppet and Chef modules as well as
the Juju charms for OpenStack - any changes to structure and behaviour
are going to have much wider impact and I'm keen to ensure that we
consider the requirements of our end users before we consider any full
convergence objectives.
