BTW, in /etc/zuul/layout.yaml, it is ci-sandbox.

But in /etc/jenkins_jobs/config/projects.yaml, it is configured to sandbox.

Not a big deal, but for someone who uses CI for the first time, it costs 
some time to solve it.
