If you are helping on this bp, can you please remember to check if the 
KOLLA_BOOTSTRAP section is needed when updating start.sh.

I believe this needs to be added around any operation that is not 
idempotent, usually crux operations and db_sync. See 
docker/common/glance/glance-api/start.sh for an example.

Just wanted to point out as it seems to be causing the most -1's on 
reviews for this bp.
