After hitting issues with EPEL mirrors downtime, we have now an issue with DeltaRPM. I reported the bug here: https://bugs.launchpad.net/puppet-openstack/+bug/1470685 if you want more details. I tried to install deltarpm before, but it says : "No Presto metadata available for rdo-release".
