I'm not a user of these packaging systems, but I found this, which I
believe shows the javascript system packages used:

Horizon is not a typical web front end system, it's part of OpenStack, and
thus has to abide by OpenStack packaging conventions. Those dictate that we
must have Horizon packaged by system packagers for deployment.
