I think the aggressive increase in freeze dates is primarily in response
to the project being overloaded by more code/blueprints than can
realistically make it through the review process.  None of this actually
changes how much work people are trying to get done, though.  It keeps
the 3rd milestone a bit quieter, but contributors are just getting more
and more frustrated with their experience.
