[openstack-dev] [Fuel] Nominate Artem Panchenko for fuel-qa core

Folks,
I'm not a fuel-qa core, but if I was, I'd vote with +1:)

I'm really impressed with quality of analysis which Artem provides in bug
reports and his overall help with bugs resolving. Keep going!
