[openstack-dev] [Congress] [infra] IRC broken

The issue with #openstack-meeting seems to have resolved itself about 35
minutes into our scheduled time. The only thing that might be missing from
the logs are messages where people were trying to figure out what was going
on. So if anyone missed the meeting, start at the 35 minute mark.
I included [infra] and a few more details below.
- It seemed there was a partitioning in #openstack-meeting for a while. I
could #start the meeting, but except for 1 other person (masahito), no one
could see my messages. I could exchange messages with masahito, but
neither of us could send messages to ekcs or ramineni. I could, however,
see ekcs and ramineni's messages to each other.
- We had the same problem with #congress. I eventually called ekcs, and we
tried to debug.
- I tried logging back in a couple of times, which eventually worked. My
nick changed. At that point, I could exchange messages with ekcs and
ramineni, and I could send messages to masahito, but I couldn't see
messages from masahito.
- Just as we were about to cancel the meeting, #congress started working
again. Then #openstack-meeting started working, so we resumed the meeting.
(I'm not sure #congress started working first, or if we just all happened
to notice #congress first.)
If anyone has any other pertinent details, please include them.
