[openstack-dev] [Fuel] Responsibility for merging change requests to fuel-main

Hi all,
according to numerous requests from fuel engineers ci-team 30 Nov updated
the iso in Fuel CI (from ISO#199 to ISO#230). New iso had the last of the
code from the fuel master which pass bvt tests. But ISO had the critical
bug[0] which broke CI for fuel-library repository.
There were 2 ways to resolve this problem:

   1. Revert ISO in Fuel CI.
   2. Find the problem in the code and revert the change request.

For many reasons it was decided to use the option #2.
Change request which broken CI was merged to fuel-main 6 days ago [1] and
after it was merged multiple requests. So the revert [2] would have to be
very well reviewed. it means votes from core reviewers from fuel-build team
(Roman Vyalov, Vladimir Kozhukalov). Because fuel-build team responsible to
the make system (build iso) and fuel-main repository
But revert [2] was merged without +1 from fuel-build team engineers.
Because of this [2] building iso has been broken 2 hours.
Build team prepared the fix for fuel-main [3] to solve the problem with
broken iso and Fuel CI test [4]. After successful building custom iso with
the fix[3] , request [3] was merged.
Please wait +1/+2 from fuel-build team before merge change request to the
fuel-main repository.
