Agreed. networking-calico has now existed as an OpenStack and Neutron
stadium project since August, but we don't yet have an IRC meeting or
formal subproject PTL (if such a thing should exist - I'm not sure), so
there are some design discussions that we're not conducting in public;
and in those senses we are not yet fully following the OpenStack way.
(These things are planned! But not there yet.)
If the Neutron stadium didn't exist and we were an OpenStack project
like (say) magnum or sahara, would processes and oversight have forced
us to address those points sooner? If so, it might be said that the
Neutron stadium is providing a grey area for projects that are dragging
their feet a bit. From a lazy vendor point of view, that might be
convenient, but from an OpenStack community point of view it's not good.
