For this part, please consider using openstack/puppet-neutron:
https://github.com/openstack/puppet-neutron/blob/master/manifests/plugins/midonet.pp

TripleO Heat templates tent to use 100% upstream modules, and not custom
modules or forks.
If you miss some configuration parameters in puppet-neutron, please
submit a patch accordingly.
