Open Stack

It's Friday, no fear.

Our Beaker (functional testing) jobs now deploy OpenStack Liberty using
RDO (delorean which is trunk) and Liberty-Staging (Ubuntu).
It will allow people to push features in master that are Liberty specific.

Some recommendation for our group though:
* please report on launchpad any issue you would hit because of this
change. If we see that it's too unstable and not usable, we will revert
to Kilo.
* backport everything merged in master that makes sense to live in
stable/kilo (bugfix or small features).
