this file has changed since yesterday,
New link is

or you can find these lines by yourself -
          export DEVSTACK_LOCAL_CONFIG="CINDER_ISCSI_HELPER=lioadm"
          export DEVSTACK_LOCAL_CONFIG+=$'\n'"CINDER_LVM_TYPE=thin"
I mean that you can try to change CINDER_ISCSI_HELPER in devstack.
