[openstack-dev] [all] End of DepFreeze, no more hold on library releases

Hi everyone,

Thanks to the efforts of the Release team (special thanks to Doug
Hellmann and Sean Dague) and Jeremy Stanley from the Infra team, we
finally fixed the stable/kilo and master requirements gate. The
following freezes are therefore lifted:

- No more DepFreeze[1], master requirements updates can be proposed and
approved again with the usual rules

- New versions of libraries can be tagged as needed

We are sorry for the inconvenience caused by the extended DepFreeze
period and the temporary library ban. In order to avoid repeating such a
mess in the Liberty cycle, the QA, Infra and Release Management teams
plan to review the interaction between requirements and CI testing, as
well as its consequences on the release process, during the Friday
sprint in Vancouver.
