Got it--so the recommendation is to not ask the developer community
until the operator community has been polled for input first. I
suppose I can see the logic there. We do already get plenty of
E-mail on the dev ML.

On the other hand, limiting these sorts of discussions to only the
most appropriate venues encourages those who didn't get a say in the
discussion to join the mailing lists where they take place so that
they can participate more effectively in the future.
