[openstack-dev] Reducing noise of the ML (was: Re: [Ceilometer] proposal to add ZhiQiang Fan to Ceilometer core)

I think Erno’s suggestion is an excellent one and we should just make that the norm; new core members are proposed as a change in gerrit. Even in the present system, once votes are cast in email there are changes (in Infra, I think) which need to be made. Why not just make those *the* mechanism for nominating and approving changes to core?
Maybe a message to the mailing list indicating that a change nominating John Smith to Core (with a link to the gerrit review) would suffice?
Is there a downside that I’m not seeing?

*puts mailing list police hat on*
Refer to http://lists.openstack.org/pipermail/openstack-dev/2015-March/059642.html
I know we're trying to show support for our peers, and +1'ing let's them know just that.
But it causes a lot of noise, and in the end it's up the the PTL.
Thanks,
